What’s Next for the Charlotte Transportation Center Redevelopment Project?

The Charlotte Area Transit System (CATS) provides a number of transportation options for the city’s residents and commuters. Currently, one of the focuses of the future of transportation in the city of Charlotte lies around the Charlotte Transportation Center redevelopment project.

This transportation center, located in the center of Uptown, has been a hub for transportation since the ’90s. However, in recent years, it received a bid for redevelopment. Unfortunately, what started as a promising proposed public-private development is now a complex project that’s shrouded with uncertainty.

The proposed redevelopment of the Charlotte Transportation Center was originally approved in 2023, and was scheduled to be completed in 2028. However, the $89 million dollar plan is now on hold, and there seems to still be quite a bit of haze around funding for the new transit center.

History of the Charlotte Transportation Center

The Charlotte Transportation Center was first opened in December of 1995. The purpose of this facility was to help reduce the traffic congestion that was happening along Tryon Street as well as to create a centralized point for riders to navigate the transit system.

Focally located at 310 E. Trade St (on East Trade Street, Fourth Street, and Brevard Street), the Charlotte Transportation Center served as a transportation center for the LYNX Blue Line and CityLYNX Gold Line.

Plans for New Development

The city received a bid to redevelop the property – a 2.6-acre site – in 2019. The resulting proposal meant that the nearly 30-year-old facility on the current site would be upgraded to “create seamless connections to CATS express and local bus services, Blue Line light rail, Gold Line streetcar, and the pedestrian Rail Trail.”

This redevelopment plan is a private-public project between the Charlotte Area Transportation System (CATS), White Point Partners, and Dart Interests.

For the City of Charlotte, it’s important that there are reliable options for transportation other than single-occupancy vehicles. These options include public transportation such as buses, streetcars, and the light rail line. In addition, the city government has also worked hard to promote individual means of travel such as walking and biking.

According to the Charlotte Strategic Mobility Plan, the city aspires to see half of commute trips made by modes of transportation other than a single-occupancy vehicle. They hope to accomplish this goal by 2040.

The new development plans for the Charlotte Area Transit System seemed to fit into this goal of promoting safe, convenient methods of transportation around the Queen City.

And while this project seems to largely focus on transit, CATS and city leaders are also keen on using the project to spur economic growth and development in Charlotte. The Uptown area is packed full of infrastructure, and this new project would be a significant way to increase growth and development amongst an already bustling area of the city.

Underground Vs. Above Ground Options

One of the big questions during the process of design plans was whether the proposed development should be underground or above ground.

A survey was created to collect feedback from hundreds of transit center riders. Some topics of interest included which elements are most important for transit systems. Natural light, heating, and air conditioning were all considered.

Perhaps a more important issue in the decision to create an underground versus an above ground facility was safety. While concerns about crime were considered in light of an underground system, CATS representatives ultimately decided that an above-ground facility would not fix many of the problems they were hoping to solve in the first place. Another above ground system would have similar problems to the existing Charlotte Transportation Center, such as weather exposure, inhibiting pedestrian crossing, and clogging of the block with buses.

Looking ahead, the new transit plan would go forward for underground transportation infrastructure.

In addition to the new station, the area above the new transit center would be home to a mixed-use development tower that would promote economic growth in Charlotte. It would provide a location for a hotel and other commercial use, as well as a new practice facility for the Charlotte Hornets.

Rising Inflation Costs and Funding Issues Halt the Progress of the New Transportation Center

Unfortunately, plans to move forward with the new bus hub came to a halt because of rising inflation costs and an apparent lack of commitment from Mecklenburg County to provide the needed funds.

Due to increasing costs, what was expected to be a $89 million project may actually cost much more. In April 2024, the Charlotte City Council was informed that an evaluation showed that the project may actually cost 20% more than the initially expected amount.

In addition, CATS CEO Brent Cagle also informed the city council members that a previously expected $20 million tax incremental grant from the county may no longer be an available option.

Between increasing construction costs, tax increases, and the uncertainty of federal grants, the plans to have the new infrastructure completed by 2028 look to be an impossibility at this point.

What’s Going On Now?

As of early 2025, there’s some optimism from CATS officials that the plan will still be able to pan out. However, as they work with the development committee, there’s no clear plan forward for the time being.

In the meantime, CATS is currently working with an architecture firm to find ways to improve the current Charlotte Transportation Center. At this point, construction oversight seems to be encouraging upgrades to the current CTC, including restroom upgrades, better break rooms for drivers, and dining options. Other new technology, such as new lighting, has also been mentioned in order to make the facility a more comfortable and usable place for travelers.

According to previous CATS CEO John Lewis, the current facility is lacking a “basic level of comfort”.

While some think that making improvements to the current CTC would be a waste, others believe that the structural integrity of the building might still be good. County leaders have proposed ideas to spruce up the structure to make it an engaging and beautiful place for transportation services.

Currently, there’s an analysis taking place for Charlotte Transportation Center plans that’s expected to be completed in 2025.

Other Possible Opportunities

Will plans proceed for the Charlotte Transportation Center redevelopment project? It seems that no one knows for sure what the future of this endeavor holds.

Amidst the discussion to either re-do the whole development or perhaps just make some cosmetic changes, other options are also still on the table.

Council members have also encouraged CATS to consider developing a new CTC location outside of Uptown. Areas such as SouthPark and Eastland are possibilities for this suggestion.

Additionally, the uncertainty of the real estate market in the Uptown area has been an issue on the minds of many since the 2020 pandemic. The private development project that was planned to be built on top of the new CTC was part of a plan to improve economic development in the Uptown area. At this point, those plans are also on hold.

The plans for the possible Charlotte Hornets practice facility that was discussed to be built over the new CTC has also pivoted. Now, a state-of-the-art performance center for the Hornets is scheduled to be constructed near the Spectrum Center. Groundbreaking is scheduled for early 2025. This facility will feature 160,000 square feet of mixed-use facilities. It will include not only training and practice space, but also street-level retail and a public plaza, located on the corner of Caldwell and 5th Streets.

The City of Charlotte hopes that this new development will be another way to boost the Charlotte economy with popular spaces for retail and gathering in Uptown. “The Charlotte Hornets are an important part of Charlotte’s entertainment and economic ecosystem,” shared City of Charlotte Assistant City Manager Tracy Dodson.

The Charlotte Transportation Center is a covered area and building that serves as a hub for transporting passengers using the CATS buses, LYNX Blue Line light rail, and CityLYNX Gold Line.

It sits in the 2.6-acre block between East Trade Street, South Brevard Street, East Fourth Street, and the LYNX Blue Line.

The area currently features a covered waiting area, ticket machines, seating, public art, bike racks, and elevators, as well as a handful of stores and restaurants.

To help curb the violence, the Charlotte Area Transit System (CATS) has announced that they will be ending the leases of the six stores and restaurants inside the station.

Now the station will be a fare zone, with only those with bus passes or tickets allowed inside.
